I would like to tell all of you that offering Tarawih prayers is not enough, and merely recitation of the Quran is not enough. Each one of you must read the entire Quran once during the month of Ramadan, only to know the message of the Quran. If you know Arabic, read the Quran in Arabic. If you do not know Arabic, you should read the translation of the Quran. Reading the commentary is not essential.
The purpose should be only one -- to know the message of the Quran. Whichever page of the Quran you open, you will realize that the Quran does not speak anywhere about a system. The entire Quran addresses an individual.
I would request all of you to at least read the entire Quran once carefully during the month of Ramadan. Reading the Quran with understanding does not mean to read the commentaries on the Quran. The translation of the Quran should be read gradually, at a slow pace. The purpose should be to understand what the Quran intends to tell you. I will give you an example. Open Chapter 81 of the Quran, and look at its second last verse.
The verse says: "This is merely a reminder to all mankind; to every one of you who wishes to tread the straight path." (81:27-28)
This means that the Quran is a counsel, reminder and guide for an individual who seeks to lead his life on the right path. The Quran is a book of guidance to everyone of you who wishes to follow the straight path. If you see, here the Quran is addressing an individual. Moreover, the Quran is giving a choice to an individual. That is, the Quran has been revealed for an individual, or a human being, who wishes to follow the path of God. This is indeed strange. This is why during Ramadan, you must read the Quran once, not for mere recitation, but only to understand the message of the Quran. This is not a matter of quantity. In a day, you can read whatever amount of the Quran you wish. But during the month of Ramadan, you should finish the whole of the Quran at least once.
